Previously, adding a
timeoutsblock to RIGM would not error out, but also wouldn't do anything. This makes the timeouts actually do stuff, and adds timeout support to IGM (which would previously have errored out if you tried to add a timeouts block).Release Note for Downstream PRs (will be copied)
