Don't ask for ignoreURLParametersMatching when running `workbox wizard --injectManifest`

The `workbox-cli`'s `wizard` mode has an optional set of questions that it asked when passed `--injectManifest`. We should not ask about and write `ignoreURLParametersMatching` to the config when in `--injectManifest` mode, since that option isn't supported when using `workbox injectManifest`.
