Detect user theme setting, display prompt to turn on dark theme #223

Description
Simple idea - on open of the popup, detect if the user has a cookie and is not using the dark theme.
If they are not using the dark theme, and do not have the cookie, display a message along the lines of "You're currently using a dark theme for your computer, would you like to use one for the design manager as well?"
Turning it on will obviously toggle on the dark theme.
Cookie is set whether they dismiss the message or toggle it on. If cookie is set user will not be prompted again.
