Refactors how generic command messages are handled by making them enum constants, so that less code is needed to add new ones.
Localizes 10 more command classes: SetWorldSpawnCommand, SpawnPointCommand, StopCommand, SummonCommand, TeleportCommand, TellCommand, TellrawCommand, TestForBlockCommand, TestForBlocksCommand
and TestForCommand.
