Allow creation of virtual/remote Teams and Events.

Not all Teams belong in one city; for instance a Team may be distributed and want to schedule events that happen only online. Allow creation of a Team without an associated City.

Likewise, Events may have no real-world Place - we should either allow creation of a Place without a City (e.g. 'IRC' or 'Google Hangout') or allow Event creation with no Place.

Event creation without a Place is already possible. Since the purpose of GetTogether is to facilitate in-real-life events, I'm hesitant to push the scope out too much. Can you expand on the use-case or online events?

I had planned to allow Teams at the country level as a premium feature that companies would pay for to manage a larger community. Do you have a use case of a country-wide team that wouldn't have a company that could sponsor that?

Sure. My mastodon instance is a coop, and they try to hold meetings online periodically. There's not really a real-world location associated with that, though of course the Team could just be created with an arbitrary City attached.

I just discovered it's possible to create an Event with no Place, though it's not entirely clear from the form. That's probably less of an issue than Team creation.

Incidentally, I couldn't get past Team creation on the user-face pages, both live and locally, as the JS callback to get City names was either timing out or only running once, which is what sent me down this path. I'm starting on some unit tests and needed to get to the Event form to figure out how the datetimes were being submitted. I ended up using the Django admin to create a Team.

That's probably a different bug, though.
