chore(android): add the Stream Maven repository

Goal

Adds the Stream Maven repository (https://stream-io-repo.com) to the plugin's rootProject.allprojects repositories, ahead of Stream's Android artifacts moving there from Maven Central. Same change as GetStream/stream-video-android#1863 on the consuming side.

Changes

• android/build.gradle: maven { url = uri("https://stream-io-repo.com") }, declared last. Because the block targets rootProject.allprojects, host apps (including the Stream Video Flutter SDK's plugins) resolve from it too.
• CHANGELOG.md: entry under Upcoming.

stream-video-webrtc-android still resolves from Maven Central; no version change.

Testing

Not build-tested; the added line matches the existing Sonatype snapshots entry.
