GeoWebCache Tiled Layer Cache explicit invalidation

As an owner of the data, I would need:

1. A button on the Layer Details page allowing me to force Tiled Layer cache truncate for that resource

2. GeoNode being able to truncate the Tiled Layer cache whenever there's a change on SLDs
