S10e not connecting

I went to try scrcpy and i cannot get my S10e to work with it. USB debugging is already enabled as i need it for easytether which is how i get my internet.
This is the error i get

i tried the version of scrcpy from that post and i'm having the same problem

OK, you definitely have a problem with adb (given that adb devices alone fails).

how do i fix it? the only adb thing i know of is the exe that came with scrcpy

netstat -aon|findstr "5037" returns nothing and
net stop winnat
adb.exe start-server
net start winnat
doesn't work

looked some more stuff up and tried things like allowing adb on my firewall, this still did not solve the issue. some posts said a vpn could cause this so i temporarily disabled wireguard, but this also did not solve the issue.

any way to get this working? i tried scrcpy on linux and it works, so this isn't an issue with my phone itself
