-Added a tutorial for fine-tuning Decima along with a mock dataset

  • Added device as an argument to the finetuning CLI
  • Fixed a bug that was preventing wandb login in the finetuning CLI
  • Added 'genome' as an argument to write_hdf5 to allow fine-tuning on genomes other than hg38.
