Generic annotator to annotate a segment of a document only

Similar to GATE's segment processing PR.

Maybe we can use the ChangeLog for this?
Basically, for each document create a new document with the segment text, annotate, and apply the changelog with the given offset. (would need a small change in the changelog application code).
