New Tool: Decorator's Trowel

This PR adds the Decorator's Trowel, a tool that randomly places any block from the user's hotbar. It's definitely a unique concept and not at all stolen from some mod named after subatomic particles.

Trowels are first-class GT tools and can be made from a variety of materials, though all the material does is change the color and affect the durability.
