If the pump is switched off, you should still be able to connect a pipe.

The Reality

GTPumpConfig

In the screenshot above the pipe cannot be wrenched into the pump.
If I throw the lever, the pipe can be wrenched just fine, and when I throw the switch back to off, the pipe stays connected.
A very small bug, BUT
If you save, exit & load the world again, the pipe will disconnect itself. This makes using the pump/controller cover together with the redstone signal being automated, you may find setups breaking because the pipe has disconnected itself after reloading.

Your Proposal

Pumps should always be connectable with a pipe.
