Previously the API was not using openbb-chat from PyPI. The code has also been optimized to load the models at the startup of the API instead of loading them at the endpoint.
The previously Dockerfile has been updated to work with the openbb-chat version downloaded from PyPI.

This PR integrates
openbb-chatinto the API, and it modifies the requirements and Dockerfile accordingly.
