Summary

add a smoothness picker with the standard OpenStreetMap tag options to the way editing panel
persist smoothness selections in the way tag store and include them when applying changes
hydrate and reset smoothness values alongside other tags when loading or skipping ways

Testing

npm run lint (fails: existing eslint any-usage violations)
