Inital ingest from s3-ingest to rds

Initital setup

Install dependencies

pip install -r  requirements.txt

Running current lambda ingest config

Run file python file in tests called test_ingest_parser.py This is the current config running locally. It does not write to db from local. To do that create a .env file and copy and paste from example and replace with proper credentials and host name.
