Issue Description

German special characters from form inputs are converted to character entity references. In the database the text Möchten Sie keine längere Wartezeit is stored as Möchten Sie keine längere Wartezeit
The db table collation is utf8mb3_unicode_ci.

This is for example the case at the recordings page with the description field and in the userman with name fields.

Operating Environment

Standard Freepbx 17 installation on a fresh debian installation like described in the wiki. Than a restore of a Freepbx 16 system. Debain locales is set to de_DE.UTF-8.
