Changes
This fixes the import scanning code to get the specifier from dynamic imports. This was previously fixed in c4a5555 but regressed in #3562
Testing
There was an existing test, but it didn't catch the regression because apparently this code path only happens within packages. So I updated the test to be within a package which did capture the bug.
