Implement spec-compliant ALPN hex fallback in Python #326

Python currently uses Rust-style 9 substitution for non-ASCII characters.

The JA4 spec requires using the first and last characters of the raw ALPN value in hexadecimal form when the first or last ALPN byte is not ASCII alphanumeric.
