Instead of the icon, IE9 shows a box. This includes viewing the font-awesome page.

you need to give it time to load the font file. Here's my IE9

I would suggest to bring up the Inspector and see why the font file was not loaded.

I wonder if there is some other issue related to the agency build here. I gave it plenty of time. The only difference I have is that the "Update Versions" is RTM, not 9.0.9. I

press f12 , the console will tell you sth.
