This PR updates
lernato the latestv3version. I stopped short ofv4.0.0, becauelerna exec ...was not working with that version, and the changelog didn't provide any clues. This still gets us above the version where 2fa publishing was fixed, so it should open the situation up for more folks to publish.I've tested all the lerna commands that are in use in
package-scripts, and referenced inCONTRIBUTING.md. I have not yet tested actually creating git tags or publishing new packages.
