Bug: Upload fails for filenames with non-ASCII data or filename is saved incorrectly

Hi , when i upgrade to new version . It cause error when upload file name
Example : Ngày Xuân Vui Cưới (Hoài Linh) - Lynk Lee.mp3
and code is : TypeError: Window.fetch: Cannot convert value in record<ByteString, ByteString> branch of (sequence<sequence> or record<ByteString, ByteString>) to ByteString because the character at index 15 has value 432 which is greater than 255.
When i upload this file on API , file can upload success
