Flows permissions not displayed properly in FlowAuth UI #2110
Description
When selecting permissions in the FlowAuth UI, the 'to_location' option for flows queries does not display the correct options.
E.g. here:
(the selected path is get_result->flows->from_location->daily_location->aggregation_unit->admin2->to_location), where the options for 'to_location' are shown as 'modal_location' or the aggregation units. Similarly, if 'modal_location' is selected as the 'from_location' then the 'to_location' options are 'daily_location' or aggregation units.
It appears that the scopes in the resulting token are correct, it's just the UI that doesn't display the full options.
