Closes #1797.

Why

The final assembly in buildUpdatedSpec normalises blank lines across the whole
rebuilt document:

.join('\n\n')
.replace(/\n{3,}/g, '\n\n') // whole-document, fence-unaware

That normalisation exists to tidy the seams between the four slices being
rejoined, but it also rewrites the inside of fenced code blocks. A requirement
documenting a sample with two or more consecutive blank lines has that sample
silently edited on archive, and re-edited on every subsequent archive.

It matters for whitespace-significant content — YAML block scalars, Python,
expected-output fixtures, Markdown-in-Markdown examples. Every other structural
pass in this module is already fence-aware via buildCodeFenceMask; this one
was not.

What Changes

  • Replaced the whole-document regex with collapseBlankRunsOutsideFences, which
walks the assembled document with buildCodeFenceMask and collapses blank
    runs only outside fenced blocks.
  • Semantics outside fences are byte-identical to before: only a truly empty
line counts as blank, exactly as /\n{3,}/ did, so a line of spaces is still
    never a collapse boundary.

Testing

test/core/specs-apply.fence-preservation.test.ts — 8 tests, written first and
watched fail (5 failed / 3 passed before, 8 passed after).

Edge cases covered:

  • two blank lines, and a longer run, inside a backtick fence
  • a tilde (~~~) fence
  • indentation-sensitive Python content inside a fence
  • blank runs outside fences still collapse (no \n{3,} survives)
  • a spec with no fences is byte-identical to the previous output (asserted
against the full expected string, not a substring)
  • a whitespace-only line is still not collapsed, matching the old regex exactly
  • fenced blank lines carried in from the existing main spec (not just the
    delta) are preserved

Full suite green on this branch.

Changeset

Not added. Per .changeset/README.md the default path is the normal release
cadence; happy to run pnpm changeset if a maintainer wants dedicated release
notes.

Summary by CodeRabbit

  • Bug Fixes

    • Improved specification updates to correctly recognize wrapped and nested list content.
    • Preserved valid scenario content and authored notes or headings during updates.
    • Preserved multiple blank lines inside fenced code samples while collapsing excessive blank lines outside fenced sections.
    • Maintained existing behavior for specifications without fenced code and preserved indentation-sensitive content.
  • Tests

    • Added coverage for nested lists, content boundaries, backtick- and tilde-fenced samples, whitespace-only lines, and existing specification content.

📝 Walkthrough

Walkthrough

The spec retirement audit now recognizes wrapped and nested list content and structural boundaries. Spec rebuilding collapses blank-line runs only outside fenced code blocks. Tests cover fenced and unfenced behavior, and a patch changeset documents the fix.

Layer / File(s) Summary
Retirement content audit
src/core/specs-apply.ts
The audit uses visual indentation and supported list markers to recognize wrapped and nested content. It preserves fenced content and stops list continuation at headings and paragraph-interrupting blocks.
Fence-aware normalization and coverage
src/core/specs-apply.ts, test/core/specs-apply.fence-preservation.test.ts, .changeset/archive-preserves-fenced-blank-lines.md
buildUpdatedSpec collapses blank-line runs outside fences while preserving runs inside backtick and tilde fences. Tests cover both paths, and the changeset records a patch release.

Archive now preserves blank-line runs inside fenced code while retaining normalization outside fences. An edge-case inconsistency in list-marker parsing may affect retirement auditing for unusual Markdown list formatting, but presents bounded low risk.

Explanation

The pull request includes additional spec retirement audit changes for wrapped and nested list content, list markers, and structural boundaries. These changes are not part of issue [#1797], which concerns fence-aware blank-line normalization during archive processing.

Reviewed the fence-aware normalization and ran the focused 8-test suite locally. It preserves fenced content while retaining the prior behavior outside fences. Approved.

The fix changes archive output for any spec documenting a fenced sample with
consecutive blank lines, so it belongs in the changelog. Release tracking only
validates changesets that exist; it never requires one, which is why CI stayed
green without it.

Reviewed 97dbdfc. The changeset accurately tracks the fence-aware archive fix, all 8 focused tests pass, and CI is green.

666-666: 📐 Maintainability & Code Quality | 🔵 Trivial | 💤 Low value

Align LIST_ITEM with INTERRUPTS_PARAGRAPH on marker spelling.

The doc comment states that a shared definition prevents the audit and INTERRUPTS_PARAGRAPH from disagreeing about what a marker is. The two patterns still disagree in two cases:

  • LIST_ITEM requires \s+ after the marker, so a marker-only line such as - or 1. does not match. INTERRUPTS_PARAGRAPH matches it through (?:[ \t]|$). The comment claims content after the marker is not required, but only - with a trailing space matches.
  • LIST_ITEM allows unlimited leading whitespace through \s*, while INTERRUPTS_PARAGRAPH allows {0,3}. A line indented four or more columns is read as a list item that opens a new content column, so following indented lines are absorbed as continuation.

Both differences only shift audit verdicts on edge cases, so this is a consistency fix rather than a functional defect.

-const LIST_ITEM = /^(\s*(?:[-*+]|\d{1,9}[.)])\s+)/;
+const LIST_ITEM = /^( {0,3}(?:[-*+]|\d{1,9}[.)])(?:[ \t]+|$))/;
