/opsx-explore behavior #668

When exploring I normally have two of these outcomes:

1. I'm ready to describe a new feature
2. I'm ready to create a proposal, because the exploration created enough usable material.

In any case, it feels unnatural to suddenly type /opsx-new in the middle of an exploration. Seems better if the exploration step could create artifacts such as feature description and/or proposal if user agrees.
