Strenghten linting support: validate unchecked tasks in the archive directory #205

I would like to add strict linting of openspec directory in my project in a pre-commit hook, so that it would not be possible for the model to commit formal violations.

The openspec verify --strict seems to almost do the job, except it does not verify archived tasks being completed (see also #194).

Please consider adding stricter validation.
