Question / Discussion: Why is the archive path placed under changes/ instead of at the root?

Current structure:

openspec/
  ├── changes/
  │   ├── archive/
  │   ├── change-A/
  │   ├── change-B/
  │   └── change-C/
  ├── specs/
  └── openspec.yaml

Suggestion:

openspec/
  ├── changes/
  │   ├── change-A/
  │   ├── change-B/
  │   └── change-C/
  ├── archive/        ← moved to root
  ├── specs/
  └── openspec.yaml

I've been wondering about this design decision for a while. Having archive/ nested under changes/ makes the directory tree slightly deeper than necessary. Moving it to the root level would:

Make the structure flatter and more intuitive
Clearly separate active changes from archived ones at a glance
Keep changes/ clean and focused on active work only
Is there a specific reason for the current layout? Would you consider accepting a PR to restructure this?
