Migrate Jaybird Maven publishing to use the Central Publishing Portal

We're currently using the legacy Sonatype OSSRH to publish to Maven Central, and this is end-of-life on June 30th, 2025 (see https://central.sonatype.org/news/20250326_ossrh_sunset/). We'll need to migrate to use the Central Publishing Portal.

Note that Gradle release is apparently not yet supported, and will require a third-party plugin. It also looks to be an all-or-nothing approach, meaning all releases in the namespace need to be migrated.

Using the Publishing By Using the Portal OSSRH Staging API is probably the simplest, as it offers the same API, so only the URL and token needs to be changed.

Sonatype confirmed that they migrated our namespaces to Central Portal.

Tested publication of snapshots. There is an issue with inspecting the snapshots, which I reported to Sonatype. Getting the snapshots from the snapshot repository https://central.sonatype.com/repository/maven-snapshots works.

I'm leaving this ticket open until the first release through Central Portal.
