Option with parameter should not accept another option as parameter

Mistype example:

nbackup -user -seq -fixup locked-db-file

Option -user accept (another) option -seq as username parameter and ignored both.
All parameter values started with minus sign must be quoted.

That is how such parameters work. You're not passing an option -seq, you're passing a username -seq. Quoting wouldn't really help, because that is generally already parsed by the commandline processor/shell (requiring additional escapes, which may vary by commandline processor/shell).
