Getting the current DECFLOAT ROUND/TRAPS settings

Hello,

I think, it will be usefull to provide a way for getting an information about the current DECFLOAT ROUND/TRAPS settings.

It may be new context variables CURRENT_DECFLOAT_ROUND, CURRENT_DECFLOAT_TRAPS.

Or, may be 'DECFLOAT_ROUND', 'DECFLOAT_TRAPS' variables in 'SYSTEM' namespace of RDB$GET_CONTEXT function.

These things, as minimum, can be used in tests for "SET DECFLOAT ..." operations.
