This PR enables installation of the x64compatible driver variant on ARM Windows systems to support applications running in x86 emulator mode on ARM architecture.
- Modified installer configuration to allow x64compatible architecture alongside arm64 on ARM64 platforms

This will alow installing x64compatible driver on ARM Windows with allows to use Firebird from applications running in x86 emulator on ARM.
Fixes issue: #262
