Describe the bug

When SFM Water Tanks are reloaded, they will not have the buffer bonus from adjacent tanks and are reset to the default 1B. You have to break and replace them to have them work as expected again.

In addition, even after breaking and replacing the water tanks, SFM automation will continue to treat them as only have 1B each and only transfer # of tanks Buckets per transfer max. Have to break an inventory cable and replace it to have it update to the correct value.

These issues are making the tanks almost useless for late game setups.

Steps to reproduce

  1. Place 3 water tanks adjacent to each other in a pool of water.
  2. Confirm they list 4B of buffer in tanks. You can also extract from them to confirm.
  3. Move away from them so they are unloaded.
  4. Return to the area
  5. See they only list 1B of water as buffer.
  6. Verify you can only extract 1B/t from each of them them.
