doubt: rate modifying factor for moisture

Hello, I would like to ask you about the code in which the rate modifying factor of moisture is calculated. The rothC manual does not agree with the code line. According to the manual if the AccumulatedTSMD < 0.44 * MaxTSMD , b =1 and if not , an equation is used to calculate it.
I understand that the sign should be "<" instead of ">".
