Action Performed:

1. Go to staging.new.expensify.com
2. Log in with a new account.
3. Open FAB to dismiss the educational tooltip.
4. Log out.
5. Log in with the same account.

Expected Result:

FAB tooltip will not appear during login because it has been dismissed in Step 3.

Actual Result:

FAB tooltip appears briefly and disappears during login when it has been dismissed in Step 3.
