Adds Cargo.lock, foundry.lock and soldeer.lock readers and a Rust semver parser. The TOML parser stasis imports is refactored with the same rules and messages, and gains isInlineTable(). @preventive/upstream stays at 1.0.0-alpha.2, still its latest.
