Adding support for Manual version bumping.

I've changed how the version is step up to support bumping the version manually.
Like from 1.2.X to 1.3.X to have X reset back to 0.

I wouldn't call it manual version bumping :) At first I thought you meant like 1.2.3, but you actually are fixing one of the problems I've seen that if you have:

• 1.2.5 version on PSGallery and you do 1.3.X it would do 1.3.6, and not 1.3.0.

This is great :-) Could you let me know how did you find this project and how are you using it? It has basically no mention anywhere and I am pretty surprised people use it

Hey,
I've find that project doing some googling before building a similar workflow and found it on the PSGallery. I've liked the configurability and how dynamic it is.
And yes, it's exactly that problem that I was trying to solved. Not with the PSGallery but with a private Gallery/Nuget Repository. Nice addition by the way ;)
