v1.0.3 update task instance names

Add tool installer task and update for 0.9.3

Tool installer instead of embedding a specific version of
DeployClient.exe

Also add configuration for new --installation-status-timeout flag

Use Node.js 10 execution environment instead of default of Node.js 6

Fix output streaming, so the tool doesn't have to finish before output
is shown

Update PolyDeploy client to 0.8.0

First release using Engage Software as publisher
