[feature] Disable Endstone default commands

I would like to suggest the implementation of an option within the endstone.toml config file to allow server owners to selectively disable any of the built-in Endstone server commands such as /ver and /plugins. I think this is necessary because this ensures that only the intended, plugin-provided commands are available to players.
