outlook-web: browser-only directive contradicts working first-party Microsoft 365 access #61

Installed outlook-web/SKILL.md categorically says Purdue Outlook must use the browser rather than an MCP connector. Its historical limitation concerns buildp@ shared-mailbox access; that does not establish a limitation for edrel@ personal-mailbox access.

This session Claude Code's first-party Microsoft 365 connector verified edrel@purdue.edu via get_me, searched/read mail, resolved people and created/re-read 21 drafts, with no sends. Mail work needed no browser. Elliot explicitly requests Claude first-party MCP for all Outlook work, Sonnet 5.5 medium.

Requested change: make connector-first routing and mailbox-specific capability checks explicit. Preserve buildp@ limitation as dated historical evidence until retested; do not claim it is fixed. Browser fallback should not override explicit user instructions. Keep identity verification and no-send-without-authorization safeguards.

Acceptance: working edrel@ connector use is permitted without browser detours; unsupported shared-mailbox access is not generalized to all Outlook access.
