This PR adds a utility that allows paginating embeds using reactions.
It provides lots of useful options (for us, as developers) to control the pagination and they are all documented in the code.
There is also a dev-only command to test the utility (unavailable on the live server).
You can play with it live using
!paginate.There are a lot of options so if you just want to play with it without learning about them all use this -
!paginate 2 300000 true false true.
