Review FKs on Queryable Models for Entered/Modified By Name/Title/Tribe and import behavior

These come in as text rather than IDs (other than tribe).

• Should it just be 'EnteredByUser' and 'ModifiedByUser'?
  • Can a user's tribe change
    • if so, should the record reflect the new tribe or tribe at time of edit
  • If a user's title changes, should the record reflect the change or maintain what it was at time of edit
