Re-do for devel branch.
Added CookieAuthenticationFilter and RedirectAuthorizationEnforcer to replace AuthenticationRedirectFilter.
Also, the AuthorizationFilter has been modified to send SAML authorization queries without a user being authenticated. This allows for an auth flow where anonymous users can browse freely until they encounter a page which the authorization service thinks is forbidden.
