Add support for ne3np4.pg2 with surface datasets

This is something that CAM would like us to have available, but right now we don't support for it in ccs_config. So it'll need to be added there, and then we'll update to it in order to create ctsm5.4 datasets for it.

Definition of done:

• ccs_config update to support it Add support for ne3np4.pg2 ESMCI/ccs_config_cesm#259
• Update to that ccs_config tag
• Add support for it to the mksurfdata_esmf Makefile
• Create the files
• Add them to the namelist_defaults xml file
• publish the files

We plan to create a branch tag of ccs_config with @slevis-lmwg changes so that we can create datasets at this resolution. Later when the official ccs_config is made we'll update to it for ctsm5.4.0.
