Brief summary of bug

Fails in the 5.4 branch because the test points to an old finidat file that's inconsistent with the new fsurdat.

Updating the test to Clm60 and f09_t232 should have worked BUT it fails because the new finidat has been modified to work for historical simulations:
ctsm53041_54surfdata_snowTherm_100_pSASU.clm2.r.0161-01-01-00000_64bitoffset.nc

The test passes when pointing to the pre-modified, model generated finidat:
ctsm53041_54surfdata_snowTherm_100_pSASU.clm2.r.0161-01-01-00000.nc

PR #3132 issue #3110 may resolve this. If not, we need a new /testmod so that this test may use the correct finidat.

#3132 got merged to master. The LII2 tests still fail on master due to a reverse inconsistency, i.e. new finidat vs. old fsurdat:

I showed previously (see above) that the issue resolves in ctsm54 when we upgrade the test to Clm60 and f09_t232 and stop using the temporary finidat with suffix 64bitoffset.nc.
