Add more testing on single point and PTS_MODE settings

There's a testmod for SCAM, we should add some for some single point sites (done as part of #431). And the PTS_MODE settings should be validated they are as expected in the buildnml namelist script.

I support this to the extent that these testmods would provide test coverage of code that currently isn't exercised in aux_cdeps tests. (I think the scam testmod was added because there is some special-purpose code for scam.) It feels like a single test is probably sufficient, but please comment if you disagree with that.

Yeah, I was thinking of adding two tests to cover NEON and PLUMBER2 and then another test for a generic tower site (covered in #431). So a total of three. But, all three of these are blocked by #296.

So this seems to be stuck right now. The only way forward I'm seeing is #432 for the short term. #432 is a good thing to have in place anyway even when more testing is added in.
