2.26 (#265)

* Update dependencies for a new build. Fix some tests that rely on versions. Fix some problems discovered when testing with SAX parser disabled.

* New RequestQueue that will not queue requests that are already pending (used by touchthread). Improve String2.findUrl to allow more characters in the url path. Improve the snapshot diff checks to avoid null pointers.

* Update build date

* Catch and log an exception so that it doesn't propogate up the stack.

* Optimization for read only RandomAccessFile, specifically used for Etopo and similar file reads.

* Dependency updates (again), several have updated since the previous check, also I missed a couple in a different section in the previous pass.

* Another round of minor version bumps. Also support to have maven version tools not recommend beta/alpha builds of dependencies.

* Add additional protections for exceptions thrown during clean up of writers/streams. In particular it seems some error states caused the close request to throw an error (technically shouldn't happen, but errors cause weird things).

* Quick fix for tests when building docker.

* Fix test handling of times that may change

Watch dir threads (#155)

* New (optional for now) directory watch service

This uses one watch service for an entire file system (which means 1 thread) rather than creating a thread per dataset.
