Update template according to changes in `oteapi-core` plugins API

Some API changes in `oteapi-core` is incoming in the PR EMMC-ASBL/oteapi-core#/47, which will require changes in the template on how the strategies are loaded and made discoverable by the `oteapi-core` plugins API.
