Export the NDVI data from the noaa website: https://www.ncei.noaa.gov/data/avhrr-land-normalized-difference-vegetation-index/access/

Features:

  • Using BeautifulSoup to parse the webpage and to build up the valid URLs
  • using wget for downloading files

@gabrieltseng whenever you get a chance to look at this and the other PR here I need some help with the mocking behaviours (sorry)
