feat: postgres search path, updates deps and ci pipelines

Proposal

• adds support for setting the search_path for postgres databases (spec.searchPath)
• adds spec.timeout for database resources
• update go to 1.22
• align ci pipelines
• update dependencies
• fixes tests race condition (by using new spec.timeout)
