Adding new users to the organization using initial credentials instead of invitation #3686

What problem will this feature address?
Currently the only way to add new users is to send invitations through initiated email provider. It would be so useful to shorten the user addition path by letting the owner write down the email and password to add new users.
Describe the solution you'd like
The organization owner can add/invite new users even when no email provider is defined. Simply by setting the initial password for their members.
