Initial codebase commit (v1.0.0.0)

Initial codebase commit with original working goal for the mod:
* Support to skip splash screen animation.
* Support to skip checks for newly-subscribed/unsubscribed workshop items.
* Support to bypass the *press-any-key* Idle menu and boot right into the Main Menu.

This is a recreation of Predatory Balloon's unreleased mod:
> "I just made a mod that skips the splashscreen, skips downloading new levels, and skips having to press a button on the main menu to begin, with options to enable or disable the skipping on each one of those."
